Capital Regional District Licenses OPEN Technologies’ GRID software for its Mandatory Energy & Carbon Reporting Program

OPEN Technologies is thrilled to announce our collaboration with the Capital Regional District (CRD) on its new energy and carbon emissions reporting program. This landmark initiative is built on virtually identical bylaws adopted by the District of Saanich and City of Victoria to streamline mandatory energy and carbon emissions reporting for large buildings across the region, marking another important step toward regional decarbonization and accountability.

Building a Region-Wide Standard

The CRD’s new bylaw will require large buildings to report their annual energy use and greenhouse gas emissions each year:

  • Starting June 2026, the program will apply to buildings over 30,000 square feet (2,787 m²); participation is mandatory for buildings in the City of Victoria and District of Saanich, and voluntary for buildings in other jurisdictions in the region.
  • By June 2027, the coverage will expand to include buildings 10,000 square feet (929 m²) and larger.

This initiative represents a growing North American movement toward compliance-driven climate accountability, joining programs in Montreal and Madison, Wisconsin, where OPEN is also proud to support municipal climate leadership.

A Model for Regional Climate Action

By harmonizing reporting requirements across municipalities, the CRD and its partners are reducing administrative burden for building owners and helping to create a unified dataset to inform regional climate action. This approach demonstrates the power of collaboration in tackling the challenges of building emissions at scale.

For OPEN, this partnership marks the start of a two-year contract with an option to renew, contributing to the company’s expanding roster of compliance benchmarking clients and growing our recurring revenue in the municipal and regional sector. From a mission perspective, OPEN is also pleased to see communities involved in its voluntary Building Benchmark BC transition to mandatory reporting, while maintaining their tie to the province-wide dataset through an ongoing data sharing arrangement. In this way, CRD’s actions demonstrate the growing maturity of the carbon reporting sector, while also expanding the actual pool of benchmarked buildings.
